is there a plugin that checks people rates and if they are lower than ur default 1's changes there rates to match ur lowest?

but depending on what exactly you're looking for..

setting your servers':

sv_maxrate
sv_minrate
sv_maxupdaterate
sv_minupdaterate


will limit the range clients are allowed to use
