I have searched through the forums and not come across what I have been looking for. What it is, is a plugin which will block clients from using their stopsound command. So they have to have the background on. I am not sure if dod_cvarguad will do this because I wouldn't know what to put into the ini file.
If anyone has any clue how to block this command it would be a great help, Thanks.

Nah, I've tried..it cannot be blocked because it's a client side command. Metamod has no access to it.
The only thing you can do is play the bg sound over and over.
The maps that my unit has made, we have triggers around the map that trigger the background sound so often that render using stopsound useless; you'd have to do it every couple seconds :P

Happy birthday then you old fart.
D-O, no it won't work. That trick only works with client CVARs; not client commands.
For instance,
cl_identiconmode works
cl_dmsmallmap works
lightgamma works
because those 3 are followed by a number; they're a setting; a cvar.
but stopsound is not a setting. it's a client command - not a cvar. so you cannot alias it to something else.
