You must have a html site where the the files are located.
Then;
For a dedicated server, edit your server.cfg
Fast Download Settings
sv_allowdownload 1
sv_allowupload 1

sv_downloadurl "http://yourwebsite/fastdownloads/"

Yep u need a web server for all your map files. If u dont have one u can try http://gameloaderz.com/ But i dont know how good it works..

Np but u could be sure that your clanserver webpage have free transfer so u dont get a big bill for the traffic all of a sudden.. I have a webserver that host maps to 3 diffent servers, the last 2 month there was downloaded close to 50 gb from it...
