http://collective.valve-erc.com/ is a good place to start....
and what you mean by edit bsp files? all you can really do is edit their entities with either ripent or BSPedit.. as for actually editting the map itself.. you can decompile it with winbspc or whatever its called... but its def not usable as a new map.. becuase the way map files are compiled.. theres no real way to get an exact .map/.rmf file of it.. youll get the basic map layout and all.. but it will be full of errors that are pretty much unfixable.. unless you go thru and redo the whole map.. the brushwork just cant be decompiled correctly.. but decompiling is nice for finding out how something is done in a map..

google hltp.exe (Half Life Tool Pack) It contains just about EVERYTHING a starting modder would need, albeit some of the apps are outdated, but within most is a link to an update. When I started "fooling" around with the engine I only had a few tools and learning was slow, then I stumbled across this pack and the "things" I made more then tripled in half the time.
The only other tool I can't live without, doesn't come with the pack, Photoshop....
