When in doubt go back to set map. We all know the some maps pull more people than others. Someone make a plugin if the server gets lower than a set amount of people the plugin will change the map back to set map.

Set player amount to change map.
Set map to change to.
Map change vote, or just auto change.

It would be better if you couldnt change the server to certain maps if you dont have enough players.

Ex: if you have only 7 people you cant change the map to dod_forest.
