why do you need it set to t? I was confused about that?

You don't you can set it to all admin if you want. Its just the default, and t allows access to like help etc.

amx_default_access "t" worked then today I upgraded my server to a 1000 FPS linux server. Now amx_default_access "t" no longer works?

Yes, amx_help, among other things. Default access is whatever you set it to and it can be all the way up to ADMIN_ADMIN if you want, NOT recommended!
