server set rates

hi again
i have a server that i rent with 16 slot dod and i have some general moaners that the shots dont register when they have a ping of 150
so my server cfg rates is

sv_maxrate 25000
sv_minrate 4500
sv_maxupdaterate 101
fps_max 90

could i improve the rates any suggestions would be great thanks boz
