Need a special favor

I am holding a contest on my server. The prize has been decided to be that the person who wins, gets to have a special priveledge for the day. What I need is someone to take this plugin and make it so that it requires a flag that I can set that user to on my server so that only that person or admin with that flag could use it.

Can someone please let me know if they could do this for me and if so, please do it?
