Turn off map captures?

Turn off map captures? is it possible to do this, i am still working on the ninja plugin that i have been working on but im not sure if this is possible, cause this would be a cool thing to do so that you dont have to worry about someone reseting everything by capping the last flag, if this is possible let me know.

Why not just use MapSettings and remove the flags?

im trying to build a plugin that is easy to use for the other admins on the server and if they had to go through a bunch of steps to set up a ninja mode they wont do it
