I am trying to add MOTDs to the server to where in game people can type /enlist or /motd and the motd will pop up, how do I get that working is there a plug-in I need?

Ah I had that plugin. It's somewhere on the AMXX site. "GHW_Custom_Say_Commands" - that's what it's called.

No that isn't it, I think? Is it the one where you can add your own pages and a client in the server can just type in global chat "/word" and the MOTD that goes along with it pops up?

yeah that's it. trust me. it's a little confusing, but that's what you're asking for. you type in something, like /enlist, and a box will pop up with the information you want them to see.

Oh haha. I just guessed 16th SS because some of my guys go in and out of there, and were complaining because they thought I put the no auto-reload mod in there, when the 16th has it.
